HID Global National Law Enforcement Telecommunications Systems (NLETS) and NCITE Kisosk Software Subscription Renewals

Request for Quote (RFQ): National Law Enforcement Telecommunications Systems (NLETS) and National Counterterrorism Innovation, Technology, and Education Center (NCITE)® Kiosk Software Subscription Renewals This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is PANAPG-24-P-0000-001540 and is issued as a request for quotation (RFQ). The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG) is requesting a Firm-Fixed-Price (FFP) purchase order for Commercial-Off-The-Shelf (COTS) Hughes Identification Devices (HID) Global, Corporation NLETS and HID Global, Corporation NCITE Kiosks software subscription renewals.

This effort is in support of the Communications-Electronics Command (CECOM) Software Engineering Center (SEC) Software License Acquisition Branch in support of Product Manager Force Protection Systems (PM-FPS)/Automated Installation Entry (AIE). HID Global NLETS software subscription provides vetting service and automated criminal background screening against federal and state/local enforcement databases.

In addition, the software subscription is required to work on existing HID Global NCITE® Kiosk which provides the Army with visitor registration allowing an applicant to enter their appropriate information and the system puts the applicant in a queue for the registrar to submit for vetting. This procurement will consist of subscription periods with an anticipated award date of 28 June 2024. The subscription periods per product are listed in the table below.

It is in the Government’s intent to make a sole source award utilizing the authority set forth in 41 United States Code 1901 as implemented in FAR 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items. The 2022 North American Classification System (NAICS) Code for this procurement is 513210-Software Publishers. The Product Service Code (PSC) is 7A21.

The request for quote (RFQ) for this requirement is PANAPG-24-P-0000-001540 and quotations are due within five (5) business days of this notification, no later than close of business at 1600 (EST) on 30 May 2024. Product Descriptions – This requirement is for the purchase of the HID Global NLETS and HID Global NCITE® Kiosks software subscription renewals.
