RFI - FOIA Administration Support Office of the Staff Judge Advocate, Joint Task Force – Guantanamo Bay (JTF-GTMO), Cuba

This is a draft Performance Work Statement (PWS) for planning purposes. Responses will not be provided to Requests for Information (RFIs) submitted during the draft phase. However, RFIs and commants will be used to refine the requirement prior to final solicitation issuance. Please submit RFIs by 11:00 am EST on 6 January 2025. No proposals shall be accepted until after final solicitation issuance. The contractor shall provide non-personal services to assist in the expedient processing of all FOIA requests. This work will include but is not limited to:

(1) the initial review of FOIA requests;

(2) the planning and coordination of document searches;

(3) a review of responsive documents and proposed redactions;

(4) the application of FOIA exemption redactions utilizing the Redact Express program, as well as other industry redaction programs, (5) follow-up support and training for JTF-GTMO personnel; (6) the organization, archiving, designing, developing, maintaining, or operating within a system of government records for retrieval; and (7) quality assurance reviews for redactions submitted by JTF-GTMO directorates.

Key Personnel: The FOIA Site Lead Specialist and FOIA Processing Agent are considered key personnel by the Government. The duties for both positions may not be performed by the same individual. The FOIA Site Lead Specialist shall conduct overall management, coordination, and provide liaison with the Government.

Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and two (2) 6-month option period.
