The U.S. Space Force (USSF) Space Systems Command (SSC) Military Communications and Positioning, Navigation, and Timing (MCPNT) Program Executive Office (PEO) MILSATCOM Product Support team located at Peterson SFB, Colorado Springs, Colorado, contemplates the award of a 10-year single awardee Indefinite Delivery/Indefinite Quantity (IDIQ) to support military satellites for Wideband and Narrowband MILSATCOM maintenance and sustainment.
The Government anticipates the ordering period would be from 1 January 2027 through 31 December 2036. Effort purpose is to enhance the Government’s agility and speed in obtaining critical support for the full lifecycle sustainment, modernization, and operational enhancement of specific wideband and narrowband global satellite communications (SATCOM) systems to include technical, engineering, operational, and programmatic support to ensure resilient, secure, and globally accessible SATCOM capabilities across all operational domains.
The Government anticipates this IDIQ will also include sustainment of legacy systems, integration of emerging technologies, integration of interoperability requirements, and alignment of capabilities with Joint All-Domain Command and Control (JADC2) objectives. The Government seeks innovative solutions to support assured SATCOM access in contested and congested environments, optimize spectrum utilization, and enable flexible, coalition-ready communication architectures.
This IDIQ will enable continuation of several wideband and narrowband global satellite sustainment efforts including continuation of the work currently being performed under the Wideband Global SATCOM (WGS) Orbital Operations, Logistics, and Resiliency (WOOLR) Sustainment Support contract, which is scheduled to end 31 December 2026. Additional efforts supported under this IDIQ contract may include sustainment of the remaining Narrowband Ultra-High Frequency (UHF) Follow-On (UFO) satellites, Protected Tactical SATCOM-Prototype (PTS-P) subsystem test and maintenance, and ground system resiliency taskings.
While sources sought for current UFO continuation efforts was posted on October 2024 for response under a separate contract, Satellite Manufacturer Anomaly and Sustainment Support (SMASS), the Government expects that UFO sustainment scope may transition to the WNGSS IDIQ.
The Global Satellite Configuration Control Element (GSCCE), a critical component of the Wideband SATCOM Operational Management System (WSOMS) System of Systems (SoS), is currently working on several new development activities that will require sustainment in the future (i.e., Mitigation and Anti-Jam Enhancement (MAJE), WGS-11/12, Beam Optimization and Operational Management (BOOM)). The Government expects such efforts may transition to the WNGSS IDIQ as task orders once development activities are completed.
NOTE: The Technical Data Packages for each respective effort are owned by the incumbent prime contractor and cannot therefore be provided by the Government.
