The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Agilent Technologies Inc. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the following:

Unrestricted AMADID Release GE 4x44K QTY 200 SL LowInput QuickAmp Labeling Kit One-Color, QTY 34 100 Backings 4 Arrays per Slide, QTY 2 packs Gene Expression Hybridization Kit, UOM 20 ST Gene Expression Wash Pack, UOM 3 ST RNA Spike In Kit -One Color, QTY 2 Place of Delivery: Bethesda, MD 20892 The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.

THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered along with a letter of authorization from Agilent Technologies Inc. stating they can resell the required consumables. Submission shall be received not later than July 21, 2025 @ 12:00 pm EST All statements and required documents must be submitted via the NIAID e-BidBoard System ( https://e-bidboard.nih.gov/ ).

All vendors must register in the e-BidBoard system in order to submit a quotation. Instructions on how to register / submit quotes are included on the website. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responsible sources may submit a capability statement that may be considered by this Agency.
