This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate an other than full and open competition basis with Global Life Sciences (Cytiva) for a Fullcare service agreement for a Biacore 8K+.
The Vaccine Research Center’s Immuno Technology Section (ITS) within the National Institute of Allergy and Infectious Diseases (NIAID) is conducting research to develop vaccines and therapeutics for pathogens with pandemic potential (SARS-CoV, Nipah Virus) using a technique called surface plasmon resonance (SPR). The SPR instrument allows ITS to analyze specific immune responses following infection and vaccine induced immune response.
This project will seek characterize the qualities of antibodies induced by vaccination or infection. This evaluation allows for the development of next generation vaccines and therapeutics and is used to support ongoing clinical trials evaluating vaccines for SARS-CoV-2 and Nipah virus, as well as evaluate new therapeutic monoclonal antibody candidates. In this project, ITS has developed an assay that will assess the reactivity of vaccine-induced antibodies in a quantitative manner.
This project uses a high-throughput SPR instrument, which requires preventative maintenance once a year and periodic maintenance by a technician trained specifically for this instrument. The ITS requires a FullCare Service Agreement for a Biocore 8K+ S/N: 29283382-2673827. Capabilities statements must address the capability of providing a priority response equal to a direct contract/service agreement with the manufacturer. The statutory authority for this sole source requirement is 41 U.S.C.
1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capabilities statement that will be considered.
The documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov, (subject line to reference NOI-NIAID-25-2253076 by 12:00 pm eastern standard time May 10, 2025. All vendors must register in the eSASS system to submit a capabilities statement. Instructions on how to register / submit quotes are included on the website. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responsible sources may submit a capabilities statement that will be considered by this Agency.
