11/27/2024 Response Date:12/9/2024 NAICS Code: 811210 This is a Notice of Intent, NOT a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with SPT Labtech Limited for a 12-Month reliance® Service Agreement for two (2) Firefly® Genomics -6 head liquid handlers systems.
Minimum Requirements: One (1) preventative maintenance inspection per agreement year. Includes full coverage for parts, labor, and travel; Reagent replacement upon HW failures; 1 PM Unlimited Remote Technical Support 2 business day on-site response target Software (SW) and Hardware (HW) updates; on- site applications support; with option for remote monitoring. Indicate the nature of software updates/revisions during the service period.
Include when they will be implemented (for example, will revisions/updates be provided and released to NIAID, during PM visits only, upon immediate release, or on another schedule). Must provide End User License Agreement (EULA) if applicable. OEM parts and service required. Documentation of OEM trained technicians required. Priority scheduling and onsite response for all repairs during the period of performance.
Priority is defined as giving priority scheduling equal to a direct contract and guaranteeing the equivalent manufacturer’s priority onsite response. If you are a third-party service provider, the priority scheduling and/or response time, must be listed on your quote. Billing is monthly or quarterly in arrears Place of Performance: Bethesda, MD 20892 The statutory authority for this sole source requirement is 41 U.S.C.
1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.
All responsible sources that could provide this service may submit a capability statement along with a copy of agreement with manufacturer to service SPT Labtech Limited equipment to be considered by 10:00 am December 9, 2024. All required documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit their documentation.
Instructions on how to register /submit documents are included on the website. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
