This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Dataworks Development Inc., 6608 216th Street, SW, Suite 100, Mountlake Terrace, Washington 98043 to procure Freezerworks Pinnacle Edition Software.

The Freezerworks Pinnacle Server Software includes unlimited support, access to upgrades and, new version releases with our currently owned software edition will be used to continue to support ongoing research at the Laboratory of Malaria Immunology and Vaccinology (LMIV) to research, pursue, produce and clinical trial malaria vaccines.

Place of Performance:

Bethesda, Maryland 20852. Software Renewal Period: 7/01/2024-2/28/2025. The LMIV Vaccine Development Unit develops and performs clinical evaluation of prototype malaria vaccines. Each candidate vaccine must undergo a rigorous development process that requires the input of many highly skilled scientists with specific areas of expertise.

These include creation of expression systems, fermentation optimization, scale-up of purification technology, clinical good manufacturing practices (cGMP) production, formulation, quality control, preclinical testing, and clinical trials. Freezerworks is the software LMIV is currently using to inventory samples from our animal and clinical trials in Bethesda and Mali, Africa.

This software license allows us to store all information about a sample and search the database in multiple ways to find the sample(s) that require further experimentation. The Freezerworks program is used to ID samples with unique bar codes to keep patient identity confidential as they are collected at our international sites in Mali. Freezerworks' customer care program is needed to maintain access to customer support and access to upgrades for our existing Freezerworks Client Server.

Dataworks Development Inc., is the author, exclusive owner, and only known sole provided of the Freezerworks laboratory database products, which includes all add-on modules. All maintenance support services for Freezerworks products must be purchased directly Dataworks Development Inc. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.

THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2221819 to Kimberly Rubio at kimberly.rubio@nih.gov, by 11:00 am eastern standard time Friday, June 27, 2024. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
