This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate an other than full and open competition basis with the Azenta US, Inc. for the Limifinity BiobankPro Laboratory Information Management System (LIMS) software renewal for 12 months.

The Division of Clinical Research (DCR)/Office of Client Solutions (OCS) within the National Institute of Allergy and Infectious Diseases (NIAID) plays an integral role in facilitating the efficient and effective performance of NIAID research programs on both the domestic and the international level.

This is accomplished through a multi-faceted approach to the provision and support of services vital to the research infrastructure that include oversight and management of Intramural clinical research, program planning and management, regulatory monitoring and compliance, statistical consultation and research methodology, and clinical research capacity building.

The Office of Client Solutions is made up of a team of project and client managers focused on giving NIAID easy access to, and an exceptional experience using, OWER’s suite of programs and services that help manage the current and future workforce needs.

Limifinity BiobankPro is a Laboratory Information Management System (LIMS) software previously procured by NIAID and customized for the IRF to ensure that laboratory sample and related data records are managed and maintained in a secure manner, with high fidelity and availability to support laboratory operations and regulatory compliance. The annual fees for maintenance and support as specified in the vendor’s online software license agreement.

This system is already in production, and OCS requires this maintenance and technical support from the vendor to ensure both continuity of operations and information security compliance. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.

All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2218599 in the eSASS system, by 12:00 pm eastern standard time May 20, 2024. All quotations and required documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit a quotation.

Instructions on how to register / submit quotes are included on the website. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responsible sources may submit an offer that will be considered by this Agency.
