RENEWAL OF 12-MONTH MACHINE-WIDE, NODE-LOCKED License

This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Protein Metrics, LLC, 20863 Stevens Creek Blvd, Suite 450, Cupertino, CA 95014-2195 to procure: Standalone Renewable 12-month Machine-wide, Node-locked Byos License Modules installable on separate PCs – which include Support and Updates during the Term with the following:

12-month Activation of Peptide Analysis Module – 2 Licenses 12-month Activation of Chromatogram Analysis Module - 1 License This requirement is to renew two preview/byonic stand-alone database search licenses that are required for the lab’s mass spectrometrists to allow for quick data/instrument quality control.

This software set integrates within the existing Proteome Discoverer suite of programs to visualize instrument drift, quality of digestion, sample handling artefacts, and glycosylation states, among other options. This allows for quick diagnosis of potential problems with the samples before it can become unrecoverable. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. Period of Performance(s) are as follows:

June 3, 2024 to June 2, 2025 Place of Performance: NIH/NIAID/VPP, 9 West Watkins Mill Road, Gaithersburg, MD 20878. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.

All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2214587 to Rita Davis at rita.davis@nih.gov by 11:00 am eastern standard time, Friday, April 5, 2024. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
