This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate an other than full and open competition basis with the Adlib Publishing Systems, Inc. for 1 Platform Adlib Transform (Dev) and (Prod) for 12 months.

The Office of Cyber Infrastructure and Computational Biology (OCICB) within the National Institute of Allergy and Infectious Diseases (NIAID) provides leadership and direction on effective strategies, policies, and standards for technology services, support for biomedical research programs, information technology resources, and customer support. This includes ensuring information technology infrastructure, tools, and applications fully and comprehensively support the NIAID mission.

The Business Process and Information Management Branch (BPIMB) within the OCICB focuses on providing solutions to support high quality Enterprise Content Management (ECM) and Business Process Management. The branch specializes in solutions that increase effectiveness and efficiency for internal and external collaborations.

The Adlib Publishing Systems Inc has rebranded the subscription from an enhanced SaaS-based solution (SaaS Enterprise Suite) to a High-Performance Document Transformation Platform (Adlib Transform). Adlib Transform Platform is a document conversion and content intelligence platform that enables organizations to convert unstructured data into “documents of record” to better manage compliance, operational, audit and regulatory risks.

Adlib Publishing Systems, Inc. is the publisher of the required Adlib on-premises licenses that are currently being utilized by NIAID. NIAID has relied on the Adlib software as part of the EDRMS system for thirteen years.

Specific capabilities of Adlib include Enterprise-wide deployment, Scalability to meet increased needs, High reliability, and availability with intelligent redundancy to ensure no single point of failure and maximize uptime, Ability to integrate well with NIAID’s EDRMS system, Centralized web-based management to monitor, report and troubleshoot. BPIMB uses Adlib to support NIAID Content Server (Livelink) environments.

The software will continue to allow BPIMB to utilize the features such as business rules to create documents of record, Audit trail of the document transformation process, and Native Document Ingestion, including Optical Character Recognition (OCR). The EDRMS system manages critical business processes workflows throughout the Institute, spanning Intramural research, Extramural research, and Science Management and Support.

Most workflows in EDRMS use Adlib software to convert Office documents (Word, Excel, PowerPoint) to PDF for final approval and long-term record keeping. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.

All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2211576 to Maliaka Pinkney at maliaka.pinkney@nih.gov, by 12:00 pm eastern standard time March 18, 2024. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government
