NOTICE OF INTENT FOR HAZARDOUS CHEMICAL INVENTORY AND SDS SOFTWARE ANNUAL SUBSCRIPTION WITH RENEWAL OPTIONS

PRE-SOLICITATION NOTICE NOI-NIAID-24-2211180 NAICS – 513210 This is a Notice of Intent, NOT a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Risk & Safety Solutions for an annual renewal subscription to include 4 renewal option years. This license subscription is for a hazardous chemical inventory SDS software.

Period of Performance: 6/1/2024-2/28/2025 - Base Period 3/1/2025-2/28/2026 – Option Year 1 3/1/2026-2/28/2027 – Option Year 2 3/1/2027-2/28/2028 – Option Year 3 3/1/2028-2/28/2029 – Option Year 4 Location: Rocky Mountain Lab Hamilton, MT 59840 The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.

All responsible sources that could provide this product may submit a capability statement along with a letter of authorization to resell to be considered by 10:00 am May 28, 2024. All required documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website.

All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
