BRUKER LABSCAPE ESSENTIAL MAINTENANCE SERVICE AGREEMENT & SCILS PRO SOFTWARE LICENSES (AMBIS 2207829)

This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Bruker Scientific LLC, 40 Manning road, Billerica, MA 01821, to procure a Annual Maintenance Agreement for Rapiflex TOF/TOF Imaging Bundle and Microflex LT/SH MALDI-MS System.

The purpose of the procurement is for the vendor to ensure calibration and any software upgrades are implemented for accuracy.

The vendor will the vendor provide a service contract to repair and perform an inspection and preventative maintenance for a government owned LabScape Essential rapidfleX, S/N 184600310185; and renewal of software license SCiLS Pro Academy The maintenance and software upgrades are crucial for conducting experiments and research and are used to measure, analyze, and manipulate various samples with no variation.

This allows the Vaccine Research Center (VRC), Tissue Analysis Core (TAC), to continue work and reduce any production downtown if the unit fails. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for a comprehensive service package that includes:

LabScape Essential rapifleX system, S/N 184600310185, Essential Maintenance Agreement, Part No. DAL00363, Qty 1. Base plus 3 option years. SW-License SCiLS Pro Acad, Part No. 1888998, Qty 1. Base year only. Not available for options years.

Minimum Requirements: All work shall be performed by authorized Bruker Scientific LLC service personnel Included services: One Planned Maintenance (PM) visit with complete inspection of listed instrumentation: LabScape Essential rapifleX system, S/N 184600310185. Service work includes labor, travel, a PM kit, complete inspection of the instrument with cleaning. High Priority Remote Support during normal business hours.

This includes call back within 4h, unlimited phone calls and unlimited remote desktop support or unlimited augmented reality support (virtual engineer). Extended technical support hotline is available from 8:00 AM to 5:00 PM weekdays. Compass and Data Analysis software updates and upgrades, library updates. Bruker proprietary software only. SW-License SCiLS Pro Acad (1yr)

Includes:

One year only SCiLS Pro is a feature module extending SW-Package SCiLS, allowing advanced processing and analysis of mass spectrometry imaging data. It is offered as an annual subscription that must be renewed. Bruker Scientific LLC is the only vendor to provide the required SCiLS Pro Acad software license. The software is proprietary to Bruker Scientific LLC. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. Period of Performance(s) are as follows:

Base Year: 09/15/2024 – 09/14/2025 (Maintenance agreement & Software License)

Option Year 1: 09/15/2025 – 09/14/2026 (Maintenance agreement only)

Option Year 2: 09/15/2026 – 09/14/2027 (Maintenance agreement only)

Option Year 3: 09/15/2027 – 09/14/2028 (Maintenance agreement only) Service shall be performed at the following location: NIH/NIAID/VRC/VPP/TAC, 9 West Watkins Mill Road, Gaithersburg, MD 20878. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
