Notice of Intent To Sole Source - ICC 2024 Code Reference Materials

NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTATIONS. The General Services Administration (GSA), Public Buildings Service (PBS), Office of Facilities Management (OFM), Risk Management Division, intends to award a sole source, Firm-Fixed-Priced (FFP) purchase order utilizing Simplified Acquisition Procedures (FAR Part 13).

The award will be for a one (1) month service period to International Code Council, Inc., where the contractor shall provide 2024 editions of code related materials for GSA Central Office Fire Protection Program Office and 40 regional fire protection professionals/engineers nationwide.

It’s essential that these code related materials are purchased so they can be used by Central Office (CO) and regional fire protection engineers nationwide to perform their assigned roles and responsibilities when reviewing all design and construction work that GSA performs on Federal buildings, or those functions under GSA’s construction authority.

International Code Council, Inc. (ICC) was determined to be the only source that can provide these essectial codes material and shall coordinate with the program office to schedule and deliver all 2024 editions of their code related materials. The intent is for the Government to solicit to a single source using other than full and open competition procedures pursuant to the authority of FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by Thursday, August 22, 2024; 1:00PM ET. The Government will not be responsible for any cost incurred in preparation of quotes. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
