Notice to Intent to Sole Source - Bio-Plex Reagents

This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with the following vendor: Bio-Rad Laboratories.

Acquisition Description: The National Institutes of Health, Office of Purchasing and Contracts on behalf of The National Institutes of Health (NIH), Clinical Center (CC), Center for Cellular Engineering (CCE) has a need to approve a purchase order of Bio-Plex Pro Human Cytokine Screening Panel, 48-Plex kits from Bio-Rad, Bio-Plex Calibration kit and Validation kit, which will be used for our clinical CAR-T potency testing throughout development and manufacturing of CAR-T cells in PACT section of CCE.

These multiplex assays are highly suitable for researchers looking for predictive biomarkers using small sample volumes (12.5ul per well) The assay can be run in a significantly shorter time(~2hr) than conventional ELISA techniques. Ready to use validation and calibration kits with unique individual vials of each reagent. The period of performance for these products is three months: 5/1/2026-8/1/2026. The statutory authority for this sole source requirement is 41 U.S.C.
