This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Advanced Sterilization Products Services Inc. The National Institute of Health Clinical Center (NIH-CC) requires maintenance of medical/hospital equipment.

More specifically, the NIH-CC’s Sterile Processing Service division requesting to procure a preventative maintenance agreement of the Sterrad 100NX All Clear units that was manufactured by Advanced Sterilization Products Services Inc. (ASP Inc.). Maintaining a preventative maintenance agreement would ensure the machines are kept in good working order and any problems are proactively dealt with so patient care and research is not impacted. This would be a request for base year with 2 option years renewal.

ASP. is the manufacturer of the equipment that needs to be serviced. They are the only Original Equipment Manufacture (OEM) service provider and can provider OEM parts. The use of OEM parts and qualified service providers is important to ensure the equipment runs as originally intended. According to ASP’s 2023 sole source letter, ASP does not have any formal business relationships with any small business to provide servicing or OEM parts for ASP systems (specifically the Sterrad units).

Service attempted by unauthorized persons will void warranties and/or service agreements. Thus, Advanced Sterilization Products is the only company that can provide Preventative Maintenance to these units.

Place of Performance or Delivery: The Period of Performance is one (1) base year and two (2) option years: Base Year 9-15-24 until 9-14-25 Option Year 1 9-15-25 until 9-14-26 Option Year 2 9-15-26 until 9-14-27 Place of Performance: NIH Clinical Center in Bethesda, MD The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.
