NASA Glenn Research Center (GRC) has a requirement for the extension of the Technical Information, Administrative, and Logistics Services II (TIALS II) contract. NASA intends to purchase these services from Alcyon Technical Services (ATS) JV, LLC. Only ATS has the capability to provide essential support services with no loss of service in the areas of logistics services, stock purchases, and metrology/calibration services at GRC. These services include:

Logistics Services Property Management Supply Management Freight Traffic Transportation Operations Move Operations Mail Processing Special Events Airport Courier Stock Purchases Metrology Calibration Services Measuring and Test Equipment (MTE) Instrument Pool These services will be provided until a follow-on contract is awarded, which is not anticipated to exceed twelve (12) months from the current contract separation of March 31, 2024. The anticipated contract structure of this extension will be an initial six-month extension, and then six (6) optional one-month extensions for a total of up to twelve (12) months.

The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Rita K. Dickens, Contracting Officer at rita.k.dickens@nasa.gov not later than 4:00pm Eastern Time (ET) on March 7, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.

A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
