NIST-NOI-24-7302206 Subject: Maintenance Services and Spare Parts for Spot Quadruped Robot with Arm Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.

Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Boston Dynamics, Inc. located at 200 Smith Street, Waltham, MA 02451. The purchase order will be for maintenance services and spare parts for a Spot Quadruped Robot with Arm.

The purchase order will require a one-year base period and include two one-year option periods for maintenance services and will also require spare part delivery within eight weeks after contractor receipt of order. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source.

The North American Industry Classification System (NAICS) code for this acquisition is 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a size standard of $12.5 Million. Description Please see the attached draft Statement of Work for details. Sole Source Determination The sole source determination is based on the following:

The NIST Engineering Laboratory owns and operates a Spot Quadruped Robot with Arm to perform measurement science research. The Spot robot requires maintenance services and spare parts to continue full function for ongoing research efforts. The robot is proprietary to its original equipment manufacturer, Boston Dynamics, Inc.; maintenance services and spare parts may only be obtained directly from Boston Dynamics, Inc. Such services and spare parts are not available from any other contractor.

Boston Dynamics, Inc. authorizes no resellers. Use of services or products from a contractor other than Boston Dynamics, Inc. would invalidate remaining warranty on the robot and would jeopardize both robot function and ongoing research efforts. Only Boston Dynamics, Inc. is therefore able to provide the required support.

Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
