Notice of Intent for Service and Maintenance for 2 BD LSR Fortessa Flow Cytometer Systems

In accordance with the Federal Acquisition Regulations including the provisions set forth in FAR Subpart 5.101(a): the U.S. Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Center for Immuno-Oncology (CIO) intends to solicit on a sole-source basis (by a request for quotation to USBDB Service Contract Admin (BD Biosciences)) maintenance services for 2 BD LSR Fortessa Flow Cytometer Systems on or around August 4, 2026 with an award issued on or around August 19, 2026. The purpose of this acquisition is to acquire preventative maintenance and service for two existing BD LSR Fortessa Flow Cytometer Systems that was originally manufactured by BD Biosciences.

These maintenance services shall be provided by an Original Equipment Manufacturer (OEM)-Authorized Service Provider of the LSR Fortessa Flow Cytometer, and all maintenance services shall be performed by OEM certified factory-trained technicians using OEM certified parts. In addition, BD Biosciences is the only provider that can supply instrument software revisions. This Sole Source Determination is based on HHS’ determination that BD Biosciences is the only Vendor that provides the required services.
