Amendment 3: This amendment:

1. Provides an updated document of consolidated vendor questions and USG respones to said questions.

2. Provides an updated Statement of Work (SOW) that includes "Specification 7: Unit shall have an integrated power supply for the module (ability to plug a cable from module to wall power)" to clarify questions raised during the Q&A period. This SOW supersedes the original SOW.

3. As a result of the potential material change in the SOW, the quote submission deadline is extended to February 23, 2024. Vendors that have already submitted a quote may submit a revised quote, if needed. Any vendors that no longer wish to be considered for this opportunity may notify NIST of such via email at aaron.ritter@nist.gov. No other changes to the terms, conditions, nor requirements are made by this amendment.

Amendment 2: This amendment adds an attachment of compiled questions from interested vendors and the USG response to said questions. No other changes to the terms, conditions, nor requirements are made by this amendment.

Amendment 1: This amendment corrects clauses listed in the RFQ document. No other changes to the terms, conditions, nor requirements are made by this amendment.

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number NB688000-24-00957 is a Request for Quotation (RFQ) conducted under the authority of FAR 13, Simplified Acquisition Procedures.

This RFQ, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-02. The associated NAICS 334516 code has a small business size standard of 1,000 employees. This requirement is being competed Unrestricted. The National Institute of Standards and Technology's (NIST) Ion Storage Group requires one (1) 1550 nm 5 W Fiber Amplifier Module to replace a broken device currently in used by NIST.

See the specifications document for all Government requirements and specifications. Date(s) and place(s) of delivery and acceptance and FOB point are required in accordance with the attached Requirements and Specifications Document. All offerors shall submit their quotation on letterhead to the email address stated herein by the date and time specified herein. All quotations shall contain, at a minimum, the information specified in the RFQ.

If a quotation is missing any of the elements listed in the RFQ, the quotation will be deemed to be unacceptable and may not be evaluated further. Basis of Award is Best Value Tradeoff. Review the attached Instructions and Evaluation Criteria, and Basis for Award document in its entirety for submission instructions and evaluation criteria.

Vendors must submit all questions concerning this solicitation via email to the Contracting Officer, Aaron Ritter, at aaron.ritter@nist.gov no later than 10:00 a.m. (MT) on February 15, 2024. Quotations shall be sent to the Contracting Officer, Aaron Ritter, at aaron.ritter@nist.gov no later than the submission deadline listed in this posting. Fax quotations shall not be accepted. Please reference the RFQ number in the subject line of email communications and attachments. Vendors' quotations shall not be deemed received by the Government until the quotation enters the email box set forth above.
