The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with Coherent NA, Inc., located in Santa Clara, CA, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for a replacement pump for an Ultrafast Laser System. Specific Requirements are as follows:
1. The lasers must be diode-pumped, solid-state or optically pumped semiconductor.
2. Output Power - > 10 Watts of continuous-wave (CW) output power at 532 nm 3. Spatial beam quality - must be TEMoo with M2 < 1.1. 4. Beam diameter - 2.25 mm ± 10%. 5. Optical noise - (measured from 10Hz to 10 MHz) < 0.03% rms. 6. Power stability - better than ±1% rms over a 24 hour period. 7. Polarization - Better than 100:1 vertical. 8. The output beam ellipticity must be less than 10%. 9. Pointing stability - < 5 microradians per degree C. 10. The optical components in the laser head must be permanently-aligned.
11. Linewidth less than 80 GHz. NAICS Code is 334516 –Analytical Laboratory Instrument Manufacturing, with a Size Standard of 1,000 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Coherent NA, Inc. for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by September 26, 2025. Any questions regarding this notice must be submitted in writing via email to lisa.stevens@nist.gov. All responses to this notice of intent must be submitted to lisa.stevens@nist.gov no later than the date and time provided herein this posting.
JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION: Coherent Laser, Inc. is the only company able to meet the needs of the agency. This pump laser is a part of a larger laser system that was designed, manufactured, and installed by Coherent Laser, Inc. The pump laser is designed to be compatible with the proprietary components that comprise the rest of the system and performance can only be guaranteed with a Coherent laser and installation by a Coherent technician.
