This notice is not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. This acquisition is being conducted under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334516 size standard of 1,000 employees.
The National Institute of Standards and Technology (NIST) requires a contractor to provide one (1) spectrometer that meets the minimum specifications: The wavelength range of operation is at least 900 nm to 1600 nm. The detector is comprised of a two-dimensional pixel array. Grating efficiency exceeds 90% from 1200 nm to 1300 nm. Detector quantum efficiency exceeds 70% from 1200 nm to 1300 nm. The detector dark current density is less than 0.5 electrons/µm2/s and the read noise is less than 75 electrons.
The system is aberration-corrected for astigmatism for imaging and multisource spectroscopy. Spectral resolution is 0.05 nm or better and can be adjusted by automated grating change. Software for imaging and collecting spectra is included and is compatible with third party software (i.e. Python, Matlab, Labview). Lamp(s) for spectral and intensity calibration are included. Entrance port has motorized slit for resolution control and shutter for background collection.
Fiber adaptor for 10 mm, SMA, FC fibers is included for entrance port. NIST conducted market research from September 2023 to December 2023 via speaking with colleagues, performing internet searches, and sources sought NIST-SS24-08 from 12/10/2023 to 01/04/2024 to determine what sources could meet NIST’s minimum requirements.
The results of that market research revealed that only Teledyne Digital Imaging US, INC. (3660 Quakerbridge Road, Trenton NJ 08169) and (UEI SRAYE6X6EAL8) appears to be capable of meeting NIST’s requirements.
However, any sources that believe they are capable of meeting NIST’s minimum requirements are encouraged to respond to this notice by the response date to provide the following information at a minimum: Company Unique Entity Identifier number in https://sam.gov; details about what your company is capable of providing that meets or exceeds NIST’s minimum requirements; whether your company is an authorized reseller of the product or service being cited and evidence of such authorization; and any other information that can help NIST determine whether this requirement may be competitively satisfied.
