NOTICE OF INTENT TO SOLE SOURCE: Lithium niobate-on-insulator wafers

The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with JINAN JINGZHENG ELECTRONICS CO., LTD., for the purchase of Lithium niobate-on-insulator wafers in various designs and sizes. As part of NIST research on photonic integrated circuits for sensing and signal processing, NIST is developing on-chip electro-optic devices including modulators.
