09/19/2024 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Spectro Analytical Instruments Inc. located in Wilmington, MA to provide repair of a Spectro Analytical Instruments Inc. ARCOS ICP-OES instrument.

The Chemical Sciences Division at NIST provides the measurement science, standards, technology, data and chemical informatics required to support the nation’s needs in the determination of chemical composition and chemical structure of gases, organic, and inorganic species and in the measurement of a wide variety of chemical properties and processes, including chemical reactivity and mechanisms, and thermochemical properties.

To serve this mission as a part of CSD, the Inorganic Chemical Metrology Group needs to repair this Spectro Analytical Instruments Inc. ARCOS ICP-OES instrument. This instrument is used in the research and development as well as certification of reference materials. Sole Source justification is based on the following:

The manufacturer, Spectro Analytical, has stated they are the only vendor authorized to service or maintain these instruments. Spectro Analytical Instruments does not have any authorized repair partners and is the sole source for repairs with the continental United States. NAICS code for this requirement will be 811210 – Other Electronic and Precision Repair and Maintenance with a small business size of 22.0M No solicitation package will be issued.

This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration.
