The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source with FMB Oxford, Oxford UK for the purpose of producing a Near Edge X-Ray Absorption Fine Structure (NEXAFS) through station to be inserted into an existing Spectroscopy Soft and Tender (SST) beamline (C branch) downstream of the M5 mirror location. This is a sole source requirement.
FMB Oxford developed and constructed the existing SST beamline. FMB Oxford is the sole entity that has an understanding of the system design and internal construction of the componentry. Only FMB Oxford is capable of producing the NEXAFS Through Station to fit perfectly in the SST beamline within a few microns and ensure the downstream beam path is unperturbed in normal operation and all ultra high vacuum levels are maintained throughout the SST beamline.
A fixed-price purchase order for producing the NEXAFS Through Station will be negotiated and issued on or about 30 Aug 2024 for a 1-yr. performance period. No solicitation package will be issued. This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov.
The government will consider responses received by 5:00PM, EST, 23 Jul 2024. Written responses to this special notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This Notice of Intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored.
