NOTICE OF INTENT TO SOLE SOURCE The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source, with Thermo-Calc Software, Inc., Canonsburg, PA for the purpose of updating existing thermodynamic and mobility databases, and renewing maintenance and support for existing Thermo-Calc, DICTRA, TC-PRISMA and TC-PYTHON licenses.
This is a sole source inasmuch as Thermo-Calc Software, Inc. is the exclusive developer, seller and marketer of the software within the US, and owns and controls all of the proprietary rights to the licensed databases and software. Access is not available on-line through any other interface or vendor.
A firm fixed-price purchase order will be negotiated and issued on or about 13 Aug 2024 for a 12-mo. base period and include (4) 12-mo. option periods to cover renewal of maintenance and support for all existing licenses and updated databases. No solicitation package will be issued. This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov.
The government will consider responses received by 5:00PM, EST, 16 Jul 2024. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored.
