The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source with Rees Scientific Corp in Trenton NJ for the purpose of renewing annual IQ/OQ validation and comprehensive service plan for an 86 point freezer temperature monitoring system.

This is a sole source requirement inasmuch as Rees Scientific Corp has proprietary rights to the system hardware componentry and licensed software utilized in the automated temperature monitoring system. As OEM, only Rees Scientific Corp has access to performance verified componentry and spare parts, offers software updates/upgrades service, can render 24/7 technical support, and possesses the engineering resources to validate, calibrate and maintain the original operating specifications.

Furthermore, Rees Scientific Corp Field Service Technicians are the only certified and factory trained personnel authorized to perform the comprehensive IQ/OQ validation service. A firm fixed-price purchase order to renew the annual comprehensive validation and onsite service plan will be negotiated and issued on or about 12 Jul 2024 for a 12-month performance period and include (4) 1-yr. option periods. No solicitation package will be issued.

This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. The government will consider responses received by 5:00PM, EST, 14 Jun 2024. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement.

A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This Notice of Intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored.
