TouchStone ACCREDITATION MANAGEMENT SYSTEM (AMS) ANNUAL LICENSING SUBSCRIPTION + GOLD TIER CUSTOMIZATIONS SUPPT.

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(2) Soliciting from a Single Source with AboutWeb LLC, Hanover, MD to renew NIST’s current TouchStone AMS Annual License with Gold Tier Support which includes NTE 500 hrs. of software custom development. This is a sole source inasmuch as AboutWeb owns and controls all of the proprietary rights to TouchStone AMS.

A firm fixed-price purchase order will be issued on or about 31 Dec 2024 for a 1-yr. period and include (4) 1-yr. option periods. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. The government will consider responses received by 5:00PM, EST, 8 Jul 2024. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored.
