The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source with American National Standards Institute (ANSI), NYC, NY to weekly research ISO and IEC platforms for new work item proposals introduced for new international standards and report on the committee that issued the work item proposal and which country is holding leadership, and compile summaries and reports of ISO and IEC committee, subcommittee, and working group activities in support of the U.S. Government National Standards Strategy for Critical and Emerging Technologies.

This is a sole source requirement as ANSI, as the U.S. National Standards Body, is the exclusive resource for information from ISO and IEC on standards committee activities. ANSI is the sole U.S. representative and dues-paying full member of ISO, and, as a founding member plays an active role in ISO’s governance and technical work. Given ANSI’s relationships to the ISO and IEC, only ANSI has direct access to the ISO and IEC databases including specific information regarding country participation.

No other organization in the U.S. has access to this information. A firm fixed-price Purchase Order will be issued on or about 13 Jun for a 1- year period and include four 1-year option periods. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. The government will consider responses received by 5:00PM, EST, 21 May 2024. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored.
