Naval Facilities Engineering Command Southeast (NAVFAC SE) – Public Works Department Mayport is seeking eligible 8(a) contractors capable of performing firm fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) Job Order Contract (JOC) for general construction support at Naval Station Mayport and Blount Island Command (BIC) in Jacksonville, Florida.

The possible contract would be for one base year with four one-year renewable options, resulting in the contract performance period of maximum 5 years. The anticipated estimated total price for the base year and four option years combined is $4,500,000.00. Task order range is estimated between $10,000.00 and $1,000,000.00. The range is an estimate, and the Government may place orders below or above this amount.

The NAICS code is 236220 Commercial and Institutional Building Construction with an annual size standard of 45.0 (millions of dollars). DESCRIPTION OF WORK The work required could include but is not limited to general construction, alteration, renovation, repair and demolition (including but not limited to asbestos, lead paint and mold remediation) of Government facilities in support of all applicable federal preservation laws and statutes, and Department of Defense regulations and Instructions.

The Contractor shall provide all labor, supervision, materials, equipment, tools, parts, supplies, and transportation, to perform all the services described in the specifications for each task order. Joint Scoping meetings will be required. The Contractor shall further identify the work and establish the specific requirements of each task order. The intent is well defined scopes through a collaborative process that will also streamline the timeline from site visit to contract award.

Projects will be issued as firm fixed price Task Orders. The Task Order amount is derived by identifying the appropriate bare cost line items in the Unit Price Book (UPB) necessary to satisfy the technical specification and requirements of the project. The Coefficient, City Cost Index and Sales Tax (if applicable) are then applied to arrive at the proposed total Task Order amount. The coefficient factor is the Contractor’s multiplier for overhead and profit.

The coefficient also includes any overhead and profit for subcontractors hired by the JOC Contractor. No additional compensation for utilizing subcontractors will be paid by the Government. The location of this work will be at Naval Station Mayport and Blount Island Command (BIC) in Jacksonville, Florida. SEE ATTACHMENT.
