THIS IS A SOURCES SOUGHT NOTICE, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY TO IDENTIFY POTENTIAL COMMERCIAL AVAILABILITY OF HIGH VOLTAGE POWER SUBSTATION SUPPLIERS IN THE SOUTH CAROLINA AREA FOR THE DESIGN-BID-BUILD (DBB) P200 NUCLEAR POWER TRAINING FACILITY SIMULATION EXPANSION AT JOINT BASE (JB) CHARLESTON, SC. THIS IS NOT A REQUEST FOR PROPOSALS OR AN INVITATION FOR BID. NO CONTRACT WILL BE AWARDED FROM THIS NOTICE.
NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS NOTICE OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS WILL BE ACCEPTED REQUESTING A BID PACKAGE OR SOLICITATION. There is no bid package or solicitation currently available. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
The purpose of this Sources Sought Notice is to determine if there are commercially available High Voltage Power Substation Suppliers in the South Carolina area that have built a 115kV to 13.8kV substation at JB Charleston and connected such substation to the Dominion Energy South Carolina (DESC) energy grid on the 115kV High Voltage side. This is a market research tool being used to determine the availability and adequacy of potential sources prior to determining commercial availability.
The Government is not obligated to and will not pay for any information received from potential sources as a result of this Notice. It is requested that interested vendors submit to the contracting office a brief capabilities statement package demonstrating the ability to provide the service with the specifications described above. Interested sources are invited to respond to this Source Sought by completing Attachment 1 – Company Information and Attachment 2 – Technical Information.
The capabilities statement package shall not exceed five (5) pages and shall ONLY be submitted electronically to lindsay.e.betteridge.civ@us.navy.mil and dennis.p.bourgault.civ@us.navy.mil and MUST be limited to a 4MB attachment. You are encouraged to request a read receipt or acknowledgement via reply email. RESPONSES ARE DUE NO LATER THAN 15:00 Eastern Time on 02 January 2026. LATE RESPONSES WILL NOT BE CONSIDERED. Respondents will not be notified of the results of the evaluation.
