Naval Facilities Engineering Systems Command Southeast, Jacksonville, FL intends to award a sole source purchase order to the National Fire Protection Association (NFPA), 1 Batterymarch Park, Quincy, Massachusetts 02169 for (1) “NFPA 13 Online Seminar” and (1) “NFPA 72 Online Seminar" for up to 30 attendees. The requirement includes all course expenses and all student course materials. The seminars will be conducted online and students will access the courses through the vendor-provided links.

NFPA is the sole authorized publisher and copyright holder of all NFPA Codes, Standards, and Handbooks. NFPA is the only known source at this time authorized to provide this specific training to the NAVFAC Southeast personnel. This sole source requirement meets the conditions of FAR 13.106-1(b)(1), only one responsible source has been identified as reasonably available to provide the services that will satisfy the agency requirements. This notice is not a request for competitive proposals.

However, interested and responsible parties may identify their interest and capability to respond to the requirement. Inquiries received within 3 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.

If no responses are received by 1:00 PM EDT, 11 July 2025, to the effect that obtaining services from an alternate source is more advantageous to the Government than obtaining these services through a sole-source contract, then a firm-fixed-price sole source award will be made to NFPA. No questions will be addressed. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.

This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 611430, Professional and Management Development Training. The Small Business size standard is $15.0M.

If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
