Architectural and Engineering Services for IBO Long Range Planning

INTRODUCTION The Naval Air Warfare Center Weapons Division (NAWCWD) is seeking Architect-Engineering (A-E) Services support for long range planning and infrastructure planning engineering functions at Naval Air Weapons Station China Lake (NAWS CL) and Naval Base Ventura County (NBVC) including Point Mugu (PM), San Nicolas Island (SNI), and Pt. Hueneme.

This project is in support of all Long Range Planning for all Military Construction (MILCON) projects, Major Repair Projects and Recapitalization Projects at both sites. This is a Sources Sought to determine the availability and technical capability of all prospective businesses. All responsible sources are encouraged to respond. BACKGROUND NA REQUIRED CAPABILITIES Provide Long Range Planning and Infrastructure Planning Engineering support to Naval Air Warfare Center Weapons Division (NAWC WD) for long term sustainment.

This includes providing engineering subject matter expert (SME) support for developing and maintaining the NAWCWD Facility Long Range Plan, collaborating with internal and external stakeholders, and assisting in the development of requirements and project designs across architectural, civil, electrical, mechanical, and engineering disciplines.

Interaction with senior leadership to address infrastructure operational issues and ensure regional consistency for NAWSCL and Naval Base Ventura County (NBVC) including Point Mugu (PM), San Nicolas Island (SNI), and Pt. Hueneme.

Additionally, the service involves installation coordination for program facility requirements, including Regional Mission Integration Group (RMIG), MILCON projects, and Capital Investment Program (CIP) projects, as well as providing space management solutions and recommendations for these sites. Contractor shall be capable of meeting the requirements identified in Attachment 1 – Statement of Work (SOW).

ELIGIBILITY The North American Industrial Classification System (NAICS) code for this requirement is 541330 Engineering Services with a small business size standard of $25.5 Million. The Product Service Code (PSC) is C215- Architect and Engineering – General: Production Engineering.
