SBIR 24.2 Program BAA

Participating DoD Components: • Department of Navy (Navy) • Department of Air Force (Air Force) • Defense Health Agency (DHA) • Defense Logistics Agency (DLA) • Defense Threat Reduction Agency (DTRA) • Missile Defense Agency (MDA) • Office of the Secretary of Defense – National Geospatial-Intelligence Agency (OSD – NGA) This BAA incorporates MANDATORY foreign disclosure requirements and other important programmatic changes as required by the SBIR and STTR Extension Act of 2022 (Pub. L. 117-183).

These updates can be found in sections 2.2, 2.5, 3.0, 4.2.e., 4.3, 6.0, 8.2, and Attachment 2. Proposals that do not include the fully completed and signed Attachment 2 of this BAA (labeled Version 2) in Volume 5 of the proposal submission will be deemed noncompliant and will not receive an evaluation. All small business concern/proposal identifying information and a response to every question on the form MUST be provided.

This BAA also incorporates FAR 52.204-29 and FAR 52.204-30, Federal Acquisition Supply Chain Security Act (FASCSA) Orders. Small business concerns are highly encouraged to review the full text of these clauses and required representations found in section 8.2 of this BAA.

Deadline for Receipt: Complete proposals must be certified and submitted in the Defense SBIR/STTR Innovation Portal (DSIP) no later than 12:00 PM ET on June 12, 2024. Proposals submitted after 12:00 p.m. ET will not be evaluated. The final proposal submission includes successful completion of all firm level forms, all required volumes, and electronic corporate official certification.

Please plan to submit proposals as early as possible to avoid unexpected delays due to high volume of traffic during the final hours before the BAA close. DoD is not responsible for missed proposal submission due to system latency. Classified proposals will not be accepted under the DoD SBIR Program. This BAA and DSIP are designed to reduce the time and cost required to prepare a formal proposal. DSIP is the official portal for DoD SBIR/STTR proposal submission.

Proposers are required to submit proposals via DSIP; proposals submitted by any other means will be disregarded. Proposers submitting through this site for the first time will be asked to register. Proposing small business concerns are required to register for a Login.gov account and link it to their DSIP account. See section 4.16 for more information regarding registration.
