This is a combined synopsis/solicitation for commercial items and services prepared In Accordance With (IAW) the format in Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
Set Aside: None. This will be full and open competition. NAICS code for this announcement is 811310, and small business size standard is $12.5 Million. This Request for Quotes (RFQ) N6852025R0038 is being issued for the Firm Fixed Priced procurement of labor and materials required for on-site one time repairs of a REFORM Gap Bed Grinder (GBG) 2500 Computer Numeric Control (CNC)
Grinder (Reform Serial Number: 8295) located at Naval Air Station (NAS) North Island, Fleet Readiness Center Southwest (FRCSW), Bldg. 472, San Diego, California 92135-7058. Repair services shall be in accordance with the attachmed Statement of Work included in the RFQ. Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. Offeror's submissions will be evaluated on a lowest-price, technically acceptable basis, considering the following fators: Technical and Price.
(1) Technical: The quote must be rated as technically acceptable to be eligible for awrd. In order to be technically acceptable, the Quote must demonstrate compliance with all terms and conditions of the solicitation, compliance with all salient characteristics identified in the Statement of Work, and the Schedule of Items. The Quote must provide sufficient detail to demonstrate that the vendor understands the scope of the Government's requirements. Quotes that fail to meet the above will be technically unacceptable and rejected.
(2) Price: Award will be made to the lowest price technically acceptable offer.
Discussions: The Government intends to award a purchase order without discussions with respective vendors/quoters. The Government however, reserves the right to conduct discussions if deemed in its best interest.
Cost of Quotes: Expenses incurred in the preparation of quotes in response to this RFQ are the vendor's sole responsibility and not reimbursable by the Government.
Technical Data: The Government does not possess the complete Technical Data Package (TDP) or right to distribute for the Reform GBG2500. If you believe you are capable of meeting this capability, demonstrate that your company currently possesses or has authorized access to the necessary technical data, or has a viable plan to obtain, generate, or otherwise secure the necessary technical data, and that it will be maintained throughout the duration of the effort being solicited.
You may also highlight unique data generation techniques used by your company, or areas where modifications can be performed, or the capability can be provided, without technical data provided by the Government or OEM. You may provide a teaming agreement signed by the machine OEM indicating partnership, or a subcontracting relationship, to obtain the necessary technical data for the proposed effort including any licenses and/or software that may be required.
Demonstrate that your company currently possesses or has authorized access to the necessary technical data, or has a viable plan to obtain, generate, or otherwise secure authorized access to the necessary technical data, and that it will be maintained throughout the duration of the effort being solicited. Highlight unique data generation techniques used by your company, and areas where the effort can be performed without technical data provided by the Government or OEM.
Interested businesses shall demonstrate the capability to meet the Government’s required timeline and services outlined in this Statement of Work (SOW) for the Reform service repair contract.
