This announcement provides notice of intent to issue a sole source purchase order NOT a request for competitive quotes.

The Commander, Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670, on the behalf of Fleet Readiness Center Southeast (FRCSE), Jacksonville, Florida 32212 hereby gives notice of their intent to award a firm fixed price (FFP) purchase order with PSC codes K066 and NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) on a sole source basis to Thermo Electron North America LLC (CAGE Code: 3WXJ7), 1400 Northpoint Parkway, West Palm Beach FL, 33407, in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.

Fleet Readiness Center Southeast (FRCSE) has a requirement to modify and install the Thermo-Scientific ABO system. This procurement is being sole-sourced to Thermo Electron North America LLCdue to the proprietary nature of the software and hardware integration within their spectrometer systems. The required service involves specialized access to and modification of OEM-specific software, which is not accessible or serviceable by third-party vendors.

Only Thermo Electron North America LLC possesses the proprietary knowledge and authorization necessary to perform these services without compromising the integrity of the system. The anticipated start date is 30 days after contract award. The place of performance will be located at FRCSE, Naval Air Station Jacksonville, Florida. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.

However, all responsible sources may submit a capability statement, which, if received within five (5) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
