Countermeasure Signal Simulator

The Fleet Readiness Center Procurement Group Patuxent River, MD 20650 hereby gives notice of their intent to award a purchase order to Northrop Grumman Systems Corporation (Cage Code:8KA82) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.

The COMFRC Aviation Support Equipment Solomons, MD has a requirement for the evaluation and repair of SM-932 Countermeasure Signal Simulators. Northrop Grumman Systems Corporation is the OEM to the equipment and components. Northrop Grumman repair services are the only repair services that can meet operational and reliability requirements as well as have the capability to fully integrate with the SM-932 Countermeasure Signal Simulator.

Their services are the only services that can maintain configuration control throughout the repair process due to the uniqueness of the configurations of the SM-932 Countermeasure Signal Simulator. No other services can be used as it would require modifications to existing components, making Northrop Grumman the only source that can meet the Government's specific requirements and mission. There are no distributors available as the manufacturer only directly sells to the Government and DOD.

For this reason, the government intends to procure these services on a sole source basis from Northrop Grumman Systems Corporation (Cage Code:8KA82). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) business days after the date of the publication of this synopsis, will be considered.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
