This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Please see attachments. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N6852024Q0006 is issued as a request for quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-01. This procurement is a total set-aside for small business under the authority of FAR Part 52.219-6 under NAICS Code 333994 with a size standard of 500 employees.

Period of Performance: 6 months after award of contract. The Contractor shall accomplish the replacement of the #9A G-M Vacuum Furnace hot zone with similar operating capabilities, vacuum chamber parameters, will work with existing electrical controls, and ensure the furnace complies with the most recent revision of Aerospace Material Specifications (AMS) 2750 (Pyrometry) and AMS 2769 (Heat Treatment of Parts in a Vacuum) located at Fleet Readiness Center FRCSE Bldg. 840, Naval Air Station (NAS) Jacksonville, FL.

All quotes shall be submitted via email to Kaylynn Boswell at kaylynn.h.boswell.civ@us.navy.mil.

All quotes shall be submitted no later than 4:00PM Eastern Standard Time on 18 JANUARY 2024. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a competitive basis listed under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 12 and 13. Solicitation closing date/time is firm; proposals received after the deadline will not be accepted. Your quote will only be evaluated based on the information provided.

The award will be made on the basis of lowest evaluated price of proposals meeting or exceeding the acceptability standards. This is a firm fixed-price procurement; therefore, the initial offer should represent the vendor’s best quote in terms of price and technical acceptability. A determination by the Government not to accept the proposal for not meeting the minimum requirement is solely within the discretion of the Government.

Interested parties must be registered in System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any Department of Defense contract. If not previously registered, registration can be accomplished electronically at http://www.sam.gov/vendor.cfm. The Government will not pay for any information received.

Additional Details: One (1) complete Hot Zone shall be provided to work with (2- Bar) Horizontal-Loading Vacuum Furnace. The main Hot Zone is of a cylindrical design and is insulated with all-metallic radiant shields. The front door and rear wall of the Hot Zone also consists of the same insulation as the main. The Hot Zone is provided with ML-Molybdenum Heating Elements, Molybdenum screw-in nozzles, and an all TZM-Molybdenum Hearth Assembly. The Hot Zone’s main wall is thoroughly lined with the following all-metallic radian shielding insulation:

Layer 1 (Hot Face): .015” thick Molybdenum sheet

Layer 2 & 3: .010” thick Molybdenum sheet

Layer 4 & 5: .020” thick Stainless Steel sheet

Capping (around main opening) .015” thick Molybdenum sheet Furnace will require an all metallic Hot Zone and the dimensional details should be measured during the site visit.
