Spirent TestCenter

This notice is being published as required by FAR 5.201(b)(1).Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to award a Firm-Fixed price contract for Part Number SVC-1020STC-R Platinum Support 1 Year Renewal for the Spirent TestCenter System, and SVC1320STC Spirent TestCenter Legacy Assurance Hardware Repair with option years in support of the Aviation Data management and Control Systems (ADMACS) and Moriah Programs.The Spirent TestCenter designs are proprietary to Spirent, therefore Spirent is the only vendor that can provide replacement for hardware failures, software/firmware upgrades and priority technical support.

Without Spirents disclosure of TestCenter technical data, it would not be possible for any other source to manufacture and provide support to the TestCenter. Spirent does not sell directly to the Government, but has a list of Vendor Authorized Resellers. Therefore, it is the Navys intent to pursue a limited competition amongst the authorized resellers.The NAICS code associated with this requirement is 513210, Software Publishers.

The Government intends to procure the above items under the authority of 10 USC 3204 (a)(1), only a limited number of responsible sources and no other supplies or services will satisfy agency requirements. The limited number of responsible sources are the only companies that can meet the agencys immediate need for the Spirent TestCenter Systems in support of the ADMACS and Moriah Programs.No solicitation package is available for this procurement. This Notice of Intent is not a request for competitive proposals.

However, all responsible sources are encouraged to submit a response to this synopsis in writing that contains information that may be used by the Government in determining whether or not to conduct a competitive procurement. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.

A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract. No telephone responses will be accepted.

Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
