NAWCAD WOLF Combat Integration & Identification Systems (CI&IDS) Common Transponder and Digital Interrogator Components

The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with BAE Systems Information And Electronic Systems Integration Inc. (BAE SIESI)

Greenlawn, New York, CAGE: 80249 for the issuance of a delivery order against Basic Ordering Agreement N00019-22-G-0009. The Delivery Order will be for the procurement of Digital Interrogators (DI) components in support of the United States (U.S.) Navy Identification Friend or Foe (IFF) capabilities. BAE SIESI is the Original Equipment Manufacturer, owner of the data rights and the only known source that can provide the DI components.

BAE SIESI DI components are the only components able to meet the system specifications, as they ensure plug-in compatibility to prevent interchangeability issues, and comply with existing military specifications/standards. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
