Amendment -0001, July 31, 2025 This amendment provides a change to the anticipated RFQ release for this procurement of services from on or about 15 August 2025 to on or about 14 October 2025, FY26.
This is a synopsis for noncommercial items prepared in accordance with FAR 5.204 as supplemented with additional information included in this notice. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is tasked to perform systems engineering, analysis, development, integration, testing and fleet introduction and support of warfare systems for undersea systems.
This includes direct systems engineering support throughout the full life cycle of a system from concept development to disposal and is applied to all submarines, unmanned undersea vehicles, undersea command and control systems, distributed and seabed systems, ranges, surface ship SONAR, weapons, self-defense systems, Foreign Military Sales (FMS) and support systems. Award of a single, Cost Plus Fixed Fee (CPFF) type contract is anticipated.
This procurement will be solicited as a 100% Small Business Set Aside as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 541330. The Small Business Size Standard is $47 million. A draft Statement of Work is included with this synopsis. A security clearance level of Secret is anticipated.
Offerors must be registered in System for Award Management (SAM) The anticipated release date of RFQ#: N66604-25-Q-0511 is expected to be on or about 15 August 2025. The anticipated basis of award will consider technical capability, facility and personnel security clearances, past performance, and price. The closing date for receipt of quotes will be established in the RFQ. Additional details will be released upon issuance of N66604-25-Q-0511.
