SOLE SOURCE - COLTS MAINTENANCE APPLICATION

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 –Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. In accordance with FAR 5.203(a) (2) this solicitation will be posted for less than fifteen (15) days. Request for Quotation (RFQ) number is N6660424Q0396.

This requirement is being solicited as a sole source requirement to Avantix, LLC., a small business under NAICS code 513210. The Small Business Size Standard is $47.0 Million. The basis for determining the Sole Source is that market research found that COLTS application is a proprietary software owned and maintained by Avantix, LLC. Avantix is the only company capable of providing the necessary software for continued operations of the inventory configuration management and failure tracking system.

Avantix only sells directly to consumers, there are no resellers. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive requirement in the future.

NUWCDIVNPT intends to purchase Avantix, LLC. COLTS software, as detailed below, on a Firm Fixed Price basis. This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable: (1) Quote the required items, meeting the sole source requirements, in the required quantities; This solicitation requires active registration with the System for Award Management (SAM) at time of quote submission, pursuant to applicable regulations and guidelines.
