Notice of Intent to Award a Sole Source contract to Palantir Technologies

N66001-25-R-0009 - Notice of Intent to award a sole source contract to Palantir Technologies for Palantir Commercial Off-the Shelf product and services. This synopsis is issued in accordance with FAR subpart 5.201. The Department of the Navy, Naval Information Warfare Center, Pacific (NIWC Pacific), intends to award a contract on a sole-source basis to Palantir Technologies of Denver, CO. Authority for other than full and open competition is 10 U.S.C.

2304(c)(1), Only One Responsible Source and no other supplies or services will satisfy agency requirements, as implemented by FAR 6.302-1(a)(1). FAR Part 15, Contracting by Negotiation, and FAR part 12, Acquisition of Commercial items, apply. A Request for Proposal (RFP) will be issued using other than full and open competition procedures.

This requirement is for the procurement of Palantir Technologies Commercial Off—the Shelf products and services including software licenses (perpetual and subscription), software maintenance and support renewals, professional services, hardware, and hardware support.

Palantir software provides Granular Classification Based Access Controls necessary for defense solutions that require deploying IT resources across different classification level with the requirement that users collaborate in a near-real-time operational environment. The proposed procurement action is anticipated to result in an indefinite delivery/indefinite quantity (IDIQ) contract with a five (5) year base period and a five (5) year option. Pricing will be firm-fixed-price.

Task & Delivery Orders may be placed by the Department of Defense, Intelligence Community, and Coast Guard. The total estimated value is $919.78 million including options. The NAICS Code is 513210 (Software Publishers) with a Size Standard of $47 million. The estimated award date for the contract is January 2025. Responses to this sole source synopsis can be submitted via the NAVWAR E-Commerce website at https://e-commerce.spawar.navy.mil under NIWC Pacific “Special Notices” by 21 November 2024 at 1500 PST.
