The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific), hereby publicizes its intention to solicit, negotiate, and award a standalone contract with a one (1) year base period with the potential of four (4) subsequent one (1) year optional periods to Raytheon Company on an other than full and open competition basis in direct support of the Technical, Engineering, and Modernization Support Services for NIWC PAC DDG-1000 project, AN/SSC-15 X/Ka Satellite Communications (SATCOM) system.
Authority for other than full and open competition is 10 U.S.C 2304(c)(1), Only One Responsible Source and no other supplies or services will satisfy agency requirements, as implemented by FAR 6.302-(a)(1). The total estimated value is:
$3,764,231.33.The incumbent, Raytheon Company, hereby referred to as Raytheon, is the original company responsible for developing SATCOM since the inception and has been the sole development team supporting SATCOM and garnering an invaluable experience and core knowledge in how the system works at every facet.
NIWC PAC DDG-1000 project is the In-Service Engineering Activity (ISEA) for DDG-1000 ships platform Zumwalt Operating Environment (ZOE) and AN/SSC-15 SATCOM systems and provides reliable, high-data-rate communications in voice, data, and video. The terminals operate in both X and Ka band transmitting and receiving communications (full duplex) via geo-stationary over the Defense Satellite Communications System (DSCS), and Wideband Global Satellite (WGS) constellation.
The AN/SSC-15 provides downlink capability for receiving Global Broadcast Service (GBS). The AN/SSC-15 interfaces with DDG-1000 Total Ships Computing Environment (TSCE), Navigation Sensor System Interface (NAVSSI), and Automated Digital Network System (ANDS) systems. The TSCE is a network that controls all computing applications on the DDG-1000 Zumwalt-class destroyer. TSCE includes systems for command, control, communications, and intelligence (C4I).
NAVSSI is the Navy?s system that provides navigation data to ships; while ADNS is the Navy?s primary tactical Wide Area Network (WAN). Raytheon is the primary architect for both the knowledge and demonstrated experience of the AN/SSC-15 system along with systems it is interfacing, to sustain, repair, restore, and modernize (if required) the AN/SSC-15 to operational readiness.
Raytheon can provide the required technical data, related to AN/SSC-15 system, necessary to support the United States Government (USG) Configuration Management (CM), Integrated Logistics Support (ILS), Modernization, Engineering, Test and Evaluation (T+E), and Cyber security functional areas to develop the required products and documentation to support, sustain, and modernize the AN/SSC-15 system.
Raytheon can perform requirements in accordance with Federal Acquisition Regulation (FAR) and/or Defense Federal Acquisition Regulation Supplement (DFARS) which do not include performance of inherently Government functions and can complete all required tasks while controlling and tracking performance and goals in terms of costs, schedules, performance, and resources.This notice of intent is NOT a request for proposal.
A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. The applicable NAICS Code is 541330 ?
