Notice of Intent to Sole Source to Harvard University

Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a Firm-Fixed-Price purchase order on a noncompetitive basis to President and Fellows of Harvard College DBA Harvard University (CAGE Code 3FRJ3) located at 79 JFK Street, Cambridge, MA 02138-5801, USA. The requirement is for the purchase of the following:

COURSE TITLE:

SENIOR EXECUTIVE FELLOWS PROGRAM DESCRIPTION: 4-week immersive leadership skills program tailored for senior executives and incorporate the Office of Personnel Management's (OPM) Executive Core Qualifications (ECQs) for Senior Executive Service (SES). PoP 3 FEB 2025 – 28 FEB 2025. QTY: 1 The Government intends to negotiate solely with Harvard University under the authority of FAR 13.106-1(b), only one source capable of meeting the Government's requirement.

The applicable NAICS code is 611430, Professional and Management Development Training and the business size standard is $15 million. This notice is not a request for competitive quotes; however, interested parties may identify their interest and capabilities in response to this notice, and must clearly show the firm's ability to be responsive without compromising quality, accuracy, and reliability. Capability statements, comments, questions, or concerns regarding this notice shall be submitted via e-mail.

A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government. Acquisition of Commercial Items under FAR Part 12 and Simplified Acquisitions Procedures under FAR Part 13 apply.
