Notice of Intent to Award Sole Source to G2 Ops, Inc.

The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed-Price purchase order on a noncompetitive basis with G2 Ops, Inc. This procurement is for G2 Ops' digital engineering tools that integrate system modeling with cybersecurity compliance/resilience to streamline processes and maintain continuous visibility into cybersecurity threats.

Their Strategic Optics for Intelligent Analytics (SOFIA) software, a cyber-risk data-aggregator and analysis engine, uses model-based analytics to provide operational context for critical threats. The Blue Killchains (BKC) team requires G2 Ops to leverage their previously developed software plugins, like SOFIA, to enable the rapid development of new analytical and simulation capabilities supporting the current NISE funded BKC research project.

SOFIA currently applies threat and vulnerability data to structured models via specialized AI/ML algorithms, and the new capabilities will parse and ingest the vast array of data sets necessary to facilitate architectural Cyber Threat Modeling (CTM) data, cyber (NSITE JREAP-C) traffic, and mission analysis (Galaxy and Dagger models)—while generating visualization through MagicDraw for BKC stakeholders.

Based on the approved Justification for Non-Competitive Procurement (JNCP), the agency has identified only one responsible source and no other supplier will satisfy agency requirements. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The applicable NAICS Code is 541330 and the business size standard is $25.5 million.
