Notice of Intent to Award Sole Source to The Open Group. This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this Synopsis is to announce the Naval Information Warfare Center (NIWC) Pacific's intent to award a Firm-Fixed-Price purchase order on a non-competitive basis to The Open Group. Requirement Information NIWC will procure a one-year membership including four option years with The Open Group.

The Government intends to negotiate solely with The Open Group under the authority of FAR 13.106-1(b), only one source capable of meeting the Government's requirement. FAR Part 13, Simplified Acquisition Procedures, and FAR part 12, Acquisition of Commercial items, apply. The applicable NAICS Code is 813920, Professional Organizations, and the business size standard is $23.5 million.

This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may inquire with the point of contact listed below. Comments, questions or concerns regarding this notice may be submitted via e-mail ONLY to james.w.lindsey6.civ@us.navy.mil by 28 January 2025, 12:00pm Eastern Standard Time (EST).

All responses received before this date may be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. All responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://www.sam.gov. Complete SAM registration means a registered DUNS and CAGE Code numbers.
