The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed-Price purchase order on a noncompetitive basis with Franklin Covey Client Sales, Inc. Franklin Covey Client Sales, Inc. is the creator of the training material and there are no approved distributors.

As such, the Government has determined that no other vendor besides Franklin Covey Client Sales, Inc. can provide the courses needed for this procurement. This notice of intent is NOT a request for a quote. A determination by the Government not to compete the requirement based upon responses to this notice is solely at the discretion of the Government. The applicable NAICS Code is 611430 and the business size standard is $15.0 (millions of dollars).
