Naval Information Warfare Center (NIWC) Atlantic intends to award a sole-source contract to Leidos Innovations Corporation (Leidos), 700 N Frederick Avenue, Gaithersburg, MD 20879-3328. Justification to procure using other than full and open competition is made pursuant to 10 USC 3204(a)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.

This effort is a follow-on to Contract N6523619D1001, which was awarded to Leidos on a sole source basis under the authority of 10 USC 3204(a)(1), formerly codified at 10 USC 2304 (c)(1).

The proposed contract is for the procurement of hardware, software, logistics, and on-call help desk support for the Leidos developed Micro-processor En-route Automated Radar Tracking System (MEARTS), a Federal Aviation Administration (FAA) certified air traffic control (ATC) digital Radar Data Processing and Displayed System (RDPDS). Leidos, due to the merger with Lockheed Martin in 2016, is the original equipment manufacturer (OEM) for the MEARTS.

An Indefinite-Delivery, Indefinite-Quantity, Firm-Fixed-Price contract with a 60 month ordering period, with a 24 month option is anticipated. The applicable North American Industry Classification System code is 334511, with an applicable size standard of 1,250 employees. This notice of intent is NOT a request for competitive proposals or a solicitation of offers.

All interested sources must respond in writing with sufficient information to establish capability to fulfill the requirement within ten (10) days of this publication. Verbal responses are not acceptable and will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
