Notice of Intent to Sole Source to Northrop Grumman Systems Corporation

The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Northrop Grumman Systems Corporation for the support service listed below:

The contractor shall provide onsite preamplifier maintenance and training on the Naviknot 450 Sonar on board Surveillance Towed Array Sensor System vessels. The Government intends to negotiate solely with Northrop Grumman under the authority of FAR 13.106-1(b). This system is engineered and produced only by Northrop Grumman. No other vendor produces or has access to this specific system to include the proprietary software that runs the system.

The NAICS Code is 334511 and the Small Business Size Standard in number of employees is 1,350. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation.

Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by 26 July 2024. Questions concerning this notice should be directed to Justin Maner at justin.t.maner.civ@us.navy.mil. All responses received by 26 July 2024 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
