Elizabeth River Tunnels Tolls

The Naval Information Warfare Center (NIWC) Atlantic (Hanahan, SC 29410), intends to award a sole source order to Elizabeth River Crossings OPCO, LLC (d.b.a. DriveERT) 309 County St, Portmouth, VA 23704. The Government requires a contract to fund NIWC Atlantic's DriveERT corporate account to cover the payment of tolls incurred by government leased vehicles in the Tidewater area. DriveERT has exclusive rights for the operation and toll collection for these roads.

The estimated value of this procurement, including all options, is <$250,000. This action is conducted under the authority of FAR 13.106-1(b)(1) for single source. The Government anticipates the award of a five-year Firm-Fixed Price purchase order. The applicable North American Industry Classification System (NAICS) code is 488490, with an applicable size standard of $18M. This is a notice of intent and is not a request for competitive quotes.

Any response to this notice is due in writing with sufficient information to establish capability to fulfill the requirements within fifteen (15) days of the date of this publication. Responses to this announcement may be submitted to elizabeth.m.scannell2.civ@us.navy.mil. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
